(2) The tax rate for a property assessed at fair market value shall be adjusted annually and by the City with due notice and a meeting of the board of directors as soon as practicable thereafter to account for changes in the market value in the preceding year. (3) The City shall apply the tax rate to all property taxable in the City at the maximum tax rate permitted for the property based upon property characteristics that will result in a greater tax rate. (4) Taxable property that is subject to the assessment for the City for any property in another jurisdiction, may be treated as a tax year ending on the month of the last day of the month on which the property was assessed.
